The Joker is... well, to put it bluntly, insane. He tends to be extremely violent, and acts largely on impulse. However, that tends not to work out too well when it comes to roleplaying, so I figure that I should find out what I can or can't have him do.
Can the Joker manipulate your character? The Clown Prince of Crime can be dangerous even when only armed with words. He actively seeks out flaws that people have, and uses them to get people to do what he wants. Even if he doesn't have any goal in mind, he seeks to prove his idea that people can go mad with just one bad day, and he tries his best to give it to them. However, I know some people wouldn't want their characters dealing with that.
Can the Joker steal from your character? Some days, the Joker will just roam the city and rob people. Not for any monetary gain, of course - just to cause havoc, and get a few laughs. If you don't want your character to go through that, then say so.
Can the Joker kidnap your character? In the Joker's mind, the best kind of audience is a captive audience. Besides, having a hostage usually gets Batman, or any of his proteges, to his hideout quicker than anything else would. Being kidnapped by the Joker doesn't necessarily mean that the character will die, or even be badly injured, as rescue is usually inevitable in these situations, but trauma will probably ensue.
Can the Joker injure your character? This covers both torture and random impulsive acts. If the character in question is some sort of heroic figure, he's at least going to try to hurt them - that's unavoidable, even if it might not be particularly effective with some people. But for torture, and for civilians, injury in general, some people might not be comfortable with threading that, so I might as well ask.
Can the Joker kill your character? The Joker has one of the highest body-counts in most DC continuities, at least for someone who has no superpowers. However, if he just went around killing characters at random, it wouldn't be fun for the people who play them. I know this is subject to change depending on whether or not it's part of a plot, and there are definitely people who the Joker would have no chance at killing, but I figure that I should check beforehand.
Feel free to answer those questions in the comments, or suggest any others that I should include.
Also, as for what your characters can do to him:
Threadjacking? Go ahead
Backtagging? Of course
Fourth-Walling? He'd probably be thrilled to find out that there are so many versions of him out there. Or angry - it depends on what version of the Joker the character would be familiar with. (generally, he'd be mad if the Joker in question explicitly failed or permanently died, and amused for any other one) Also, it'd be advised that characters don't mention Batman's identity (or the identity of any of his allies) in his presence - he hates having the punchline ruined. (though, if they know who the Joker is, then they probably know that already)
Mind-Reading? I don't know if there are any mind-readers in the game, but I might as well cover it. Characters can try this, but going into the Joker's head, even with the intent to cure him, would be ill-advised - in other DC continuities, his mind is a rather hostile and chaotic environment, and trying to see inside of it ends poorly for anyone who attempts to do so.
Hugging/Kissing/General intimacy? ...if anyone gets that close without his permission, they'd likely be stabbed, or at the very least, shoved out of the way. Even Harley isn't entirely lucky in that regard, but she'd probably be the only exception, depending on his mood.
Hitting him? Let's be honest - he deserves it.
Killing him? ...Okay, so he deserves this too, but I'd prefer it if his death was part of some sort of plot. Given his general behaviour, and given that not every hero shares Batman's moral code, it wouldn't be long before his life in-game became an endless series of deaths and resurrections if people could just kill him whenever.

Can he manipulate your character? I'd prefer not with Leonhardt because he's got enough mental issues and is still recovering from being manipulated and much more would render him unplayable. Have at it with Jansen.
Can he steal from your character? If he's capable of it. It will be hard with Leonhardt because he's got supernatural senses and is paranoid. Jansen is a capable thief himself.
Can he kidnap your character? Talk to me first please.
Can he injure your character? Am always good with minor injuries that are within the charcter's ability to heal. Anything that would take more than a week to heal definitely would want to be talked to first.
Can he kill your character? Definitely would need to be talked to first. I'm all for killing characters, just want to work things out, along with how it would even happen (especially with Leonhardt and him being highly powerful).
For Grune here.
Can he steal from your character? No thanks!
Can he kidnap your character? Sorry, no.
Can he injure your character? As long as the injuries are relatively minor? Bear in mind she's probably a pretty bad target, actually, since she can pull out shit like this when threatened enough.
Can he kill your character? No thank you!

Can he manipulate your character? In general, while I enjoy watching villain plots, I generally prefer not to participate if it is reasonable for her to avoid it. If things move in a direction where it would make sense due to, say, CR or some other plotty reasons, talk to me in advance so I know what I might be getting into.
Can he steal from your character? I'm cool with it if he does, as long as you ask first -- I have a couple of things I'd rather she didn't lose for good. But I'm not exactly looking for it, as might be guessed from the previous answer.
Can he kidnap your character? See manipulate, though I'll probably be more reluctant.
Can he injure your character? See manipulate, though depending on the level of injury I might be more reluctant.
Can he kill your character? See manipulate, but I'm probably not going to want to go that far.
Thanks and I hope that you have fun!

Can he manipulate your character? He can try, but whether he'll succeed will be up in the air for both guys. Jay has serious trust issues, and already has experience with being manipulated, so he'll be extremely defensive, especially with the insane people. Saleh is generally strong in both heart and mind, so it won't be easy to find a weakness on him. He won't be foolish enough to do anything for anyone that goes against his beliefs, regardless of the reasoning.
Can he steal from your character? Again, he can try. Jay has his little bell that could possibly be stolen, so he'll raise hell on the thief until he gets it back. (That could be a very effective way to manipulate him, though.) Saleh doesn't have anything worth stealing, unless you just want to steal his tomes or staff, which is really no big deal for him. He won't fret over that.
Can he kidnap your character? I wouldn't mind at all, as long as it's discussed in advance.
Can he injure your character? I'm cool with this as well, as long as it's not too serious.
Can he kill your character? No, I'd rather avoid death.

That said, I am always up for harassment/plotting/etc. so don't be shy!

Can he manipulate your character? He can try! How well it works is really up to what route he takes with any of them.
Can he steal from your character? Depends on the item and the person! Ikki is probably a no, since she only carries around a few important things, Astrid rarely has anything more important than her axe on her (...so, yeah), and Nojiko doesn't really carry anything around but her journal.
Can he kidnap your character? No thanks!
Can he injure your character? It'd have to be discussed (Ikki is probably a no-go, and would be a fantastically bad idea anyway, not because of her own powers but because her guardians are pretty capable people).
Can he kill your character? See above!

Can he manipulate your character? Yeah, he's free to try at least. Most of my characters are fairly gullible on some level, although Aang's been a bit more guarded after some betrayals and warnings.
Can he steal from your character? Yes. That be arranged depending on the character. Aang himself has only a very limited amount of possessions.
Can he kidnap your character? No, I don't think so.
Can he injure your character? He can definitely try... luckily a good number of my roster is good at dodging. But I'd rather be cleared first about series injuries, and I think I'll opt out on all-out torture.
Can he kill your character? That's pretty much a no. Of course, he's free to try if the character can avoid it. But for the time being, I'm keeping all my characters alive.

Can he steal from your character? If he doesn't mind a dagger in the kidneys.
Can he kidnap your character? I honestly cannot think of a way he could manage to do that unless he managed to render Loki unconscious for pretty much the entire time.
Can he injure your character? /sideeyes Christmas thread.
Can he kill your character? Loki is very hard to kill, so probably not.

Can he manipulate your character? With Sora, good luck trying. He may be fairly gullible but Sora can usually tell who to trust and what they're really like. And with how the Joker acts, Sora could probably tell off the bat that he's trouble. But he's free to piss Sora off, Sora can get angry really fast.
Henry while being a child is not as dumb as someone might think. He's probably read some the Batman comic books so it's likely he'll know the Joker is trouble. He's not easily fooled unless he thinks the joker is actually actively trying to be a good person but since Henry will just be putting him in the black, he's not going to be tricked.
Cross is hell of a lot easier to mainipulate. He's extremely naive and while he might think the Joker is a bit freaky, he might just be trying to see the good in the guy (which I am sure there is none of.) He has major family issues and self worth issues as well as confidence issues so exploit it all you want.
Can he steal from your character? He can try from Sora, but if it's the keyblade, expect a disappearing act when he takes it.
He's free to try and take Henry's book, but that kid will probably be hiding it once he finds out the Joker is around Luceti.
Cross really doesn't have anything of value so probably nothing here.
Can he kidnap your character?
Sora I'd say no.
Henry, he's a kid so sure go ahead just warn me ahead of time.
Cross can defend himself so that's going to be hard.
Can he injure your character?
For Sora, go ahead and injure him, just nothing to the point of permanent damage or horrible disfigurement.
Henry I'm going to say it has to be extremely minor, probably just slapping him around. But nothing horrible.
Cross, Same with Sora.
Can he kill your character?
No on all counts, sorry.
